McKinney-Vento Homeless Assistance Act
The McKinney-Vento Act is a federal law that protects the educational rights of students in temporary housing.
The McKinney-Vento Act covers children and youth who don't have a fixed, adequate and regular nighttime residence, such as those living:
- in an emergency or transitional shelter;
- with friends or relatives due to loss of housing or economic hardship;
- in a motel, hotel or campground;
- in a car, bus or train station or other public place;
- in an abandoned building or some other inadequate accommodations
Students in temporary housing have the right to:
- immediately enroll in school and attend classes;
- get free transportation to the school district of choice;
- get special education services immediately if the student has a current IEP (even if the IEP itself is not available or if it is from another district); and
- get free meals without filling out an application.
We encourage our parents to become familiar with the types of assistance that are provided by the school district through the McKinney-Vento Homeless Assistance Act. After reviewing the details within the informational brochure our parents will have the information they need to support their decisions.
How does the Patchogue-Medford support the McKinney-Vento Homeless Assistance Act?
The Patchogue-Medford School District supports the educational progress of our homeless children through the implementation of The McKinney-Vento Homeless Assistance Act. To ensure that our families receive the supports that are available as defined by the Act, our homeless liaison and administrative team is responsible for:
- Facilitating the immediate identification of homeless students.
- Ensuring that homeless students are immediately enrolled in school.
- Arranging for school transportation.
- Providing assistance with the securing of clothing, if necessary through the use of our Family Center.
- Providing students and unaccompanied youths with school supplies, if necessary.
- Providing families and unaccompanied youths with the support that may be necessary with securing required documentation such as birth certificates, immunization records, medical records and school transcripts.
- Referring homeless children, youths, unaccompanied youths and families to medical, dental and other health services.
- Providing counseling and support services as needed.
- Resolving any disputes between the school, the families and unaccompanied youths.

At that time if your problem is not resolved you will receive detailed information on how to file a dispute with the State.
Students in Foster Care
ESSA includes amendments to Title I, Part A designed to complement and enhance the school stability provisions for children in foster care, ensuring that:
1. A child or youth in foster care is enrolled or remains in his/her school of origin, unless a determination is made that it is not in his/her best interest.
2. When a determination is made that it is not in a child’s best interest to remain in the school of origin, the child will be immediately enrolled in a new school even if the child is unable to produce records normally required for enrollment.
3. The enrolling school will immediately contact the school last attended by a youth in foster care to obtain relevant academic and other records.
4. A student in foster care who enrolls in the District will receive transportation to the school of origin, if appropriate, in a timely manner.
The District will work with (LDSS) to maintain the child in his/her school of origin when in his/her best interest for the duration of the time in foster care.
If there are additional costs incurred in providing transportation to the school of origin, the District will work with the local department of social services for the purpose of reimbursement of costs.

Kindergarten registration for the 2025-2026 school year has started! Children turning five years old on or before December 1, 2025 are eligible for kindergarten.

About Our Universal Pre-Kindergarten Program
What is UPK?
In New York State, UPK is a State and federally funded prekindergarten program offered to families free of charge. The only eligibility requirement for UPK in New York State is a child's residency and age. UPK is not an entitlement in New York State, and not all families currently have access to UPK. In districts where UPK is available, entry is based on a lottery system and not all families who register are guaranteed a spot.
Who is eligible for UPK?
- Students who are four (4) years old, live in the Patchogue-Medford School District and were born before December 1, 2022.
- Children who turn four (4) on or before December 1, 2026, and are first eligible for kindergarten in September 2027, are eligible to enroll in the district’s lottery system to participate in UPK. Students must be born between Dec. 2, 2021, and Dec. 1, 2022.
- Students must be Patchogue-Medford School District residents and provide evidence of required immunizations and an updated physical examination in order to register.
- Students who are eligible for Kindergarten (who turn five on or before December 1, 2026), are not eligible for the Universal PreK program, per state eligibility requirements.
How do I ensure I am included in the 2026–2027 UPK Program lottery?
To be included in the lottery, please register your student with the Patchogue-Medford School District before February 27, 2026. Registration appointments can be made online. The registration packet is also available online and must be completed in full before you arrive for your registration appointment.
When will the 2026–2027 UPK lottery be held, and how will I be notified of placement in the program?
The 2026–2027 UPK lottery will be held on March 2, 2026, and will be streamed live for parents to view. If you are unable to watch live, the video and results will be posted on the district website. You will also be notified by letter and email after the lottery. If your child was selected in the lottery, the letter will include a commitment form that must be completed and returned to the district to secure your placement. If your child is not placed in the program, they will automatically be added to a waitlist. Should a spot become available at any point during the school year, the district will contact the next family on the waitlist to offer the placement.
Where is the 2026–2027 UPK program held?
UPK will be offered in district elementary school buildings, depending on K–5 enrollment and available space. Additional sections are located at the Patchogue YMCA and Patchogue Headstart; however, these spots are limited and require an additional lottery after the initial general UPK lottery. Locations are subject to change. Every effort will be made to place students at the location closest to their home, but home-zoned placement cannot be guaranteed. Families will be notified of their assigned location in August once enrollment is finalized. The Headstart program does not allow any outside food, meals/snacks are provided. Additionally, Headstart requires a home visit before the start of the school year to get to know the families.
What are the hours of the UPK program?
The standard UPK program runs from 9:45 a.m. to 2:45 p.m. This is a full-day program where students eat lunch and enjoy recess outside. Before and after care is not provided by the district. However, students placed in the YMCA section may access before and after care for an additional cost. Please contact the YMCA for additional information on the costs associated with the before and aftercare that they offer. The Headstart section is an extended-day program, operating from 8:30 a.m. to 3:00 p.m., at no additional cost to the family. Placement at the YMCA or Headstart requires participation in an additional lottery, if interested.
Will transportation be provided for the UPK program?
No. Transportation will not be provided. Parents are responsible for arranging transportation for their child to attend the UPK program.
Is food provided through the UPK program?
Depending on which location your child attends, food is handled differently. YMCA: students must bring their own food every day for lunch and snack. LI HeadStart: all food is provided for the students, and no outside food is allowed. District building: breakfast is provided and students can choose to buy or bring lunch. Snack can also be brought in.
What is Patchogue-Medford’s UPK program like, and what type of learning can I expect for my child?
Patchogue-Medford’s UPK program is a play-based learning environment. Students engage in teacher-led activities that introduce them to concepts such as letter sounds, numbers, sorting, and early literacy skills. There are also times during the day where students engage in free play and practice sharing, taking turns, and waiting for a friend to be done. Although there will not be many worksheets that come home, students are engaging in age-appropriate activities to reinforce their learning that also build their gross and fine motor skills.

Dual Language Program
We have a Dual Language program that is offered to all entering Kindergarten students. The program is housed in four of our seven elementary schools. If your child is chosen (via lottery) to participate in this program and it is not housed in your home school, the district will provide transportation to the Dual Language School in your zone.

The Patchogue-Medford School District welcomes you to the 2024-2025 school year. The information below will provide you with instructions on how to register your child (or continue) for home school education for the 2024-2025 school year.
How do I enroll (or re-enroll) my child in home schooling for this school year?
To begin or to continue home schooling your child, you must annually submit a Letter of Intent. The deadline for submission of the written notice of intention to instruct at home is July 1, 2024 and is to be mailed to the address above.
Please include the following:
You may send one Letter of Intent that includes multiple children, but a letter of intent is required for every year a child is home schooled. Please do not send general correspondence to the Letter of Intent mailbox.

After a Letter of Intent is sent, what are the next steps?
In order to ensure that your child receives an educational experience aligned to the New York State Education Department (NYSED) Commissioner’s Regulation Part 100.10, there are several forms that you are required to submit over the course of the school year.
You must provide the items listed below each year by the following dates; note all Quarterly Report deadlines are suggested dates. Parents may specify similar Quarterly Report due dates on the Individualized Home Instruction Plan (IHIP). The number of reports should be proportional to the period of home instruction.

* Indicates dates suggested by the school district. For students entering home schooling during the school year, the number of reports should be proportional to the period of home instruction.

It is the sole responsibility of the parent or guardian of each child to submit these items on time and according to the mandates of NYSED Commissioner’s Regulation Part 100.10.

All documentation must include your child’s name as it appears in our records. For Individualized Home Instruction Plans (IHIP) and Quarterly Reports, please submit only one form per child - do not list multiple children on the same form even if they are in the same grade.
